The USA did not buy Puerto Rico. After the end of the Spanish-American war in 1898, Spain transferred the last few colonies under what used to be the Spanish Empire in the new world to the United States. The US did pay Spain the token sum of $20 million for Guam, the Philippines and Puerto Rico and the promise to get out of Cuba. The amount was minor and was paid simply to make the transaction appear to be more of a diplomatic negotiation then a back alley mugging.
