The Soviet Union wasn't exactly 'punished'. Actually, after WW2 Everything east of Germany from East Germany to Russia was under Soviet control. Not millitarily, of course, but Communism flourished in these areas and the Soviet Union and the USA soon engaged in the Cold War, a non military campaign of scientific and domestic revolutions. The USA ended up winning and if the Soviet Union was punished at all it was the fact that the entire country fell apart, Communism disappeared from Europe and Asia, and their goal for world domiantion was finished.
Recently, however, Russia has become a major world power once more. Due to the massive profits on oil(1 billion surplus) Russia is rebooting its military program.
