According to Wikipedia (http://en.wikipedia.org/wiki/Barnett_formula) the actual figures for 2006/7 were England £7,121, Wales £8,139, Scotland £8,623 and Northern Ireland £9,385. I don't know whether that's exactly correct, but it's a great deal more plausible than the suggestion above.
