New Jersey plan was created by William Paterson, and was for the smaller states. It was a plan that stated that all states should have a equal say in government. The Virginia plan, created by James Madison, was a plan that stated that all states should have a say in government based on size/population of the state.

The Virginia Plan proproposed representation based on population. Larger states prefered this plan.

The New Jersey plan proposed that every state have an equal amount of representatives. Smaller states prefered this plan.
The Virginia Plan and New Jersey Plan were examples under which our country would be formed. The Virginia Plan states that there should be 3-branches of government (legislative, executive, and judicial) the legislative branch was then to be split into two. One house was to be directly elected by the people while the other house was to be chosen by the first house from those people nominated by state legislators. The executive and judiciary was to be chosen by the legislative branch. This plan favored bigger states.

The New Jersey Plan wanted a one branch form of government with 1 vote going to each state. This favored small and less populated states.

The Virginia plan was introduced by James Madison who represented Virginia in the constitutional convention. It is also known as the large state plan. It is just that, a congress that had a ratio of representatives based on how large the state's population was. This favored Virginia, which was a large, well populated state at the time. Today the Virginia plan is implemented into the house of representatives.

The New Jersey plan was proposed by William Paterson, who as you have probably already guessed, represented New Jersey in the constitutional convention. It differed from the Virginia Plan in that it suggested equal representation for all states in the Union. New Jersey was a smaller state then (and still is) and the New Jersey Plan was supported by many smaller states. Today the New Jersey plan's theory can be seen in the Senate, which has 2 senators per state.

The two plans were merged together in the "Great Compromise" also known as the Connecticut Compromise, which is the model for the current congress.
