Louisiana.
King Louis XIV said this.
Queen Marie Antoinette (1755 - 1793) never did such a thing! The reason France was bankrupt, was because King Louis XIV had decided to have Versailles build (in 1680) which had cost the state several millions and because Louis XV had decided to help out the Americans in their American Revolution, while the treasury was already as good as empty.
The ruler who declared "I am the state" was Louis XIV of France. He reigned from 1638 to 1715 and was known as the Sun King.
Defense (once called War), Treasury, and State were the original 3 departments of the US Cabinet, along with the Attorney General. Washington's cabinet only had 4 people, but as the government's expanded, we have more departments.
Louis xiv was the King who boasted I am state.
They weren't good. Louis XIV and Louis XV had made such a scandalous state debt, that in 1788 the country was declared bankrupt. Louis XIV had build the Versailles palace which had cost a fortune and both Louis XIV and Louis XV had involved France in the 7-year war in the USA which they shouldn't have done, because this was the final blow to the treasury. Then Louis XVI came to power on the death of his grandfather Louis XV and all of France expected him to make everything better. Though, as Louis XVI tried to do so by asking more tax money and making the clergy and nobility pay up as well, he was objected so unrespectfully against, that he dropped the plans despite the advice of his finance minister.
