Because Uruguay (whose capital is Montevideo) was neutral the Graf Spee had to move out and the word was put out that there was large British force over the horizon. Accordingly, rather than risk his men against a large force (which was imaginary) the captain (Langsdorf) scuttled his ship and later committed suicide.
