No, you don't.
The principle is an important theme throughout the US government. The emphasis in the society is on merit and not on need. For example, candidates for political office do not need to be any particular race or economic background, all citizens could be eligible.

All citizens need basic knowledge and skills to participate in a democratic society.

The free flow of information and opinion is essential for a democratic society. People can make up their own minds about what they think is important or what they choose to believe, but they have to make the effort to hear different sides and there have to be those whose job it is to provide that information. Without a free media the only story told is the story of those in charge and you become North Korea.
The values of what? You mean things like honesty, hospitality, punctuality, patience, fairness, etc? Because you get huge advantages from living in a society, and society can't work without values.
Yes, if a government is failing to meet the needs of its citizens and uphold its responsibilities, it may be necessary for society to seek change. This can involve reforming existing structures, holding leaders accountable, or even replacing the government through democratic processes. Ultimately, a responsive and effective government is crucial for the well-being of its people, and change may be essential to ensure that governance aligns with societal needs and values.
Good citizens are what keeps the society going. Good citizens are the ones who work to help others, who help their society (town/city/nation/world) to prosper and grow. Bad citizens destroy what others have done, steal from and hurt others, and take the money and help that ought to go to good citizens who really need it. It's the good citizens we need to survive as a species.
Civil society emerged as a response to the need for collective action and cooperation outside of governmental or market structures. It evolved through social movements, grassroots initiatives, and voluntary organizations that aim to address societal issues and advocate for the rights and interests of citizens. Over time, civil society has become a vital component of democratic governance and social change.
A purposeful citizen understands their roles as a citizen and reflects on their values and responsibilities.
The values in the preamble of the 1987 constitution, such as justice, freedom, unity, and democracy, provide a guiding framework for governance and decision-making that can help in achieving the aspirations of the Filipino people. By upholding these values, government institutions can promote social justice, protect individual freedoms, foster national unity, and ensure a democratic process that reflects the will of the people. Embodying these values can contribute to creating a society that is more inclusive, equitable, and responsive to the needs of its citizens.
To have a democratic society freedom of speech IS needed. Not to have it would mean a society where people can not protest or write/say anything bad concerning the government. Freedom of speech is extremely good in a democratic society. If people are going to be able to participate in the process of government, they need to be able to share their thoughts on political subjects. Dictatorships, in comparison, always try to restrict speech, so that no opposition to their rule can even be expressed.
Plato argues that citizens must have knowledge, self-discipline, and a sense of duty to participate in society effectively. He believes that a well-ordered society is only possible when individuals possess these qualities and actively contribute to the common good.
