On December 7,1941 the Japanese bombed pearl harbor. And sunk the USS Arizona. So now there is a memorial built right on top of the sunken ship.

The one bright spot for the Americans was that their own aircraft carriers were not in the harbor that day and were able to sink four of the Japanese carriers at the Battle of Midway six months later. Really, there were no generals involved. Generals are the top officers in an army. The top officers in navies are admirals. The Pearl Harbor attack was planned and carried out by the Japanese Navy. The main force behind the decision to make the attack was Admiral Isoroku Yamamoto, who commanded the "Combined Fleet", most of Japan's seaborne ships. Yamamoto did not go on the attack to Hawaii, he remained in Japanese waters. The Task Force which carried out the Pearl Harbor attack was commanded by Admiral Chuichi Nagumo.
The USS Arizona was sunk at Pearl Harbor on December 7, 1941. The Harbor is only about 40 feet deep, so the top of the wrecked battleship is visible. It became a US War Memorial and it the final resting place for those Americans killed & entombed in the wreck. You can take a scheduled tour boat out to the memorial. There is platform built on top of the wreck, that includes the names of those killed on the ship. More info is available on the internet.

Yes Doolittle's raid on Japan did in fact occur. He felt the mission was a failure though - all but one crew made it back alive - but none of the planes could be retrieved due to their location.

The attack has been studied from top to bottom, and then from bottom to top again over the half century. The only controversy existing now, is did the US know about it beforehand.
No obstacles; a normal/routine US Army Engineering job.
