The Continental Congress
Henry argued that only representatives elected by the American colonists had the legitimate authority to impose taxes on them because of the principle of "no taxation without representation." He believed that since the colonists had no voice in the British Parliament, it was unjust for them to be taxed by a body that did not represent their interests. This perspective was rooted in the idea that self-governance and consent of the governed were essential rights. Thus, Henry emphasized that taxation should originate from local representatives who understood and prioritized the needs of the colonists.

Continental Congress
July 4th, 1776 It may be important to note that it was not the current United States Congress that was responsible for declaring independence from Britain. During the time of the American Revolution the colonies were governed by a representative body known as the Continental Congress. It was this governmental body that adopted the "Declaration of Independence" on July 4th, 1776 formally/legally stating their desire for independence from Great Britain. This date is now celebrated in the United States as a national holiday known as "Independence Day".

1776 1776, the 13 colonies declared their independence as free and independent states. Massachusetts was one of them. In June 1788, New Hampshire ratified the Constitution making the 8 previous states, including Massachusetts, members of the United States. It should be noted that the Articles of Confederation drafted in 1777 and fully ratified in 1781 established the confederation of the 13 states as a single governmental body represented by the Congress.
Consent of the governed matters because if the governed people do not consent to the governing body, they will revolt against it. It is also considered unjust to rule over people without their consent.
