Are all those letters supposed to mean the USSR? If so, then the USSR wanted North Vietnam to be a fellow communist nation, possibly even a "satellite nation", which North Vietnam absolutely refused to do or be. North Vietnam had just fought the French, was currently fighting the US...they'd be darned if they were going to have fight the USSR too...after they finished with America!

So, the North Viets gladly accepted jets, tanks, trucks, missiles, artillery, guns (small arms), steel helmets, radar sets, patrol boats, hand grenades, land mines, radios, AAA guns (Anti-Aircraft Artillery), etc. from both the USSR & Red China (anything Chicom during the war was Chinese Communist and a vast majority of small arms & grenades were CHICOM), and in return...the North Vietnamese would be an allied communist nation...but that was it. They would be controlled by NO ONE.

As for building blocks (communist expansion) the USSR and Red China were agreeable to North Viet terms...anything to do damage to the "American Imperialist Lackeys" (as viewed by the communist enemy).
