In Athens, all free men could vote, which means, no women and no slaves.
In Rome, they had the Senate and two Consuls. The senate consisted of elected members from the Patrician-class, nobility of Rome. The Consuls were chosen by and from the Senate, these two would then co-rule Rome for a 1 year period and then two new consuls would be chosen.
I know the question wasn't about democracy, but i will bring it up anyway.
Athens was a democracy if you were a free man.
Rome was a democracy if you were a male member of the nobility.
So to say that either were democratic would clearly be from a male perspective.
