In 395 the Emperor Theodosius died. Historians consider this as a time when the eastern and western part of the Roman Empire became separate. This was not due to a decision to separate them. The two parts of the empire lost cohesion. This was partly due to Theodosius putting his two sons, Archadius and Honorius in charge of the east and west respectively as part of a co-emperorship arrangement, which was nothing new in the history of the empire. The two emperors were young and inexperienced and allowed intrigue to occur between the court in the east and the court in the west. Another reason was that in 406 there was the first on a number of invasions in the western part of the empire by Germanic peoples. The western part eventually crumbled under the strain of these invasions. The west lost political cohesion. There was infighting an an inability to repulse the invaders in the west. There was only one combined attempt by east and west to fight the invaders together. It was a failure. After the reign of Marjoram, the only emperor who attained some success against the invaders and the last capable emperor in the west, the west was controlled by king makers. The east started to interfere in the politics of the west. In 474 Leo I, the emperor in the east, installed his nephew (Julius Nepos) as emperor in the west. Nepos was deposed. When the last emperor in the west was deposed Zeno, the next emperor in the east, sent the Ostrogoths, who were his allies, to invade Italy and depose an usurper king. The Visigoths were allowed to turn Italy into their own kingdom.

395 AD would have been in the midst of the Roman decline, the believed date that the formal Roman Empire fell is 476 AD. 395 AD marks the date of the offical split of East and West Roman Empires. If you are living in this time i would say it would be smart to be living in Constanople instead of Rome due to many barbarian attacks on the Western Empire during this time period and ultimately the fall of the Western Roman Empire.

Moreover, the Western Empire started collapsing under the weight of Germanic invasions (which caused massive losses of land), a string usurpations, and other political infighting. As the Western Empire was disintegrating, it became a puppet of the emperor of the east.
