It rather depends what you mean by a mother country. It is usually taken to mean the country from which colonies were established in other countries, and from which those colonies are or have been governed. India was once part of the British Empire, as were the USA, Australia and New Zealand. Whilst it is true that the culture of these latter countries owes a great deal to Great Britain, it holds less true for India which already had great civilizations going back thousands of years. People anywhere might object to the term now, as they have established their own identities with influences from all over the world.
