The president can sign bills into law, but he has no power to create laws (unless he practices "Executive Order" which every president has done since the first: Abraham Lincoln made a law about eliminating slavery, WITHOUT congressional approval) the Supreme Court hears cases where the laws of the United States are exercised. They decide what is the just application of the laws created by the Congress and signed by the President. The Congress doesn't apply the law, and neither does the President.
