They hasn't been any leaders like Hitler. We gotta remember that Hitler played a role in causing of World War 2 and he sent Million of people to there deaths and didn't regret it what so ever. Also, Hitler was a Nationalist Socialist and a Fascist Dictator. There has been similar Political Leaders which could be like Hitler but don't fit to scale or had different "political ideas". Like Bennie Mussolini and Joseph Stalin. It is possible that another leader exactly like Hitler will rise but that is only if the World is in crises or a Nuclear War breaks out which is unlikely but still possible.
