A police action action is fighting a war that has not been declared by congress,or any government. Viet Nam is one example, Korea was another. Politically, it sounds less messy than "War" but people still fought and died.

South Korea has only had 11 Presidents and North Korea has only had 1. As a result, there is no "22nd President in Korea".
The UN became a war combatant itself after North Korea invaded South Korea on 25 June 1950 (see Korean War). The UN Security Council condemned the North Korean action by a 9-0 resolution (with the Soviet Union absent) and called upon its member nations to come to the aid of South Korea. The United States and 15 other nations formed a "UN force" to pursue this action. In a press conference on 29 June 1950, U.S. President Harry S. Truman characterized these hostilities as not being a "war" but a "police action". So no, the US never officially declared war on North Korea. Infact the United States has not officially been to war since World War II, which is the last time Congress declared war.
The proximate cause was due to the U.S. Secretary of State, Dean Acheson, declaring that South Korea was outside the ambit that America was prepared to defend. Since they were spoiling to do so, the North Koreans soon invaded South Korea. They, and others, were surprised when President Truman undertook to defend South Korea and, amazingly, got the What_were_the_causes_and_effects_of_the_Korean_WarCouncil of the U.N. to endorse such a police action ( the Russians having unwisely been absent during the crucial vote and not exercising their veto ).
