President Harry Truman told members of the U.S Navy and air force that they should help defend South Korea. He did this before actually getting the order approved by the Congress. He called the U.S involvement in Korea police action instead of war.

No. The US was a major part of the UN "police action" that primarily sought to repel the North Korean army that invaded South Korea in June, 1950. Under a UN resolution, troops from several countries were sent to fight. However, the advance of these troops into the North led to a second invasion, this time by communist China, in October, 1950. These forces were also repelled during five separate attacks through 1952. Neither the US or any UN member declared war on North Korea, which continued to depend on support from the Soviet Union and China.
