Qin Shi Huang Ti was the introducer of The 'Tao' as a religion. He was the prophet of this religion. The 'Tao te ching' is the revised memory the holy book of this religion. The title 'Lao Tzu' and the title 'Huang di' bears the same meaning. The substance of the religion named 'Tao' stood in it's time in the same line with 'Tawheed' i.e. 'Pantheism' of the modern Islam. The Tao was the previous edition of Islam.
