During the US Civil War, Union generals Grant and Sherman employed what was called total war and /or scorched earth tactics.
Because he was a pragmatist and a good simplifier of problems, who realised that his scorched-earth policy was the quickest way to end the war. He was not acting out of deliberate cruelty. His terms of surrender to Lee at Appomattox were so generous that Lee would not hear a word against his old enemy for the rest of his life.
Total war in the south implied destroying everything...scorched earth policy...digging up the farms, bending railroad ties around trees, leveling brick buildings, killing livestock, etc. Total war in Vietnam would've implied the use of atomic weapons...consequently, total war was NOT deployed during the Vietnam War...Vietnam was a limited war...fought limited to conventional NON-ATOMIC weapons.

Very much so. Grant selected him for the scorched-earth campaign in the Shenandoah Valley. His success in clearing out the Confederates from the valley raised Northern morale and helped Lincoln to win the election.
The appointment of U.S. Grant as General-in-Chief in March 1864. He ended the system of prisoner-exchange, so that the Confederates were bound to run out of manpower first.
