In World War Two, Germany created code names for military operations just in case they decided to invade a country even if it was not on their "A" List of things to do, in a manner of speaking. Germany had no problem in violating a nations declared neutrality if it was deemed necessary. Belgium for example declared itself "neutral" as early as 1936. They saw the German military build up in Europe and wanted to avoid becoming involved in another European war. Their neutrality was not respected however.
