The Commander in Chief was losing his military (US Army, US Air Force, and the US Navy) to base closures. With the collapse of the Soviet Union in 1990 (the Berlin Wall came down in 1989)...the US military was going out business (sort of a recession); and all of those brand new multi-million and multi-billion dollar M1 tanks, Cruise Missiles, Apache &, Blackhawk helicopters, 117 Stealth fighters, B1 & B2 Bombers, Patriot Missiles, and tank destroyers such as the A-10 Thunderbolt II (Warthog) etc. were NEVER GOING TO BE USED! They also use (NEED) oil! With no USSR to stop the US, Saddam did the US Military a favor...a chance to use those new un-tested machines.
