What was the triangle management system in Soviet factories in 1929?

The Soviet style of collective management in manufacturing gave the unions a certain degree of power, although limited, in the administration of manufacturing. The so-called "triangle" consisted of the plant manager, the workers' union and the communist party cell within this system. This lasted well into the 1930's. The problems this created was evident when the unions and plant managers had to contend with the Communist Party cell that each factory had. Three way decision makers were not the best way to make important decisions and political internal problems caused by the Party's presence caused fear to develop.
