Last time this could have happened, was during the American Civil War (1861-1865) when Texas split from the U.S. (as part of the Confederate United States). Mexico was however, embroiled on its own conflict against France, during the Second Franco-Mexican War (1862-1867). Mexico wasn't interested in Texas at the time, but its own survival as an independent country.

Mexico considered Texas as part of its own territory. All the history between the Republic of Texas and Mexico was fraught with disagreements and conflict. Having Texas as part of the US, however was too much to bear for Mexico. The situation soon became a war between the USA and Mexico.
