On my 1995 Ford Explorer , I fold the right rear passenger seatback forward and lift a panel that is located just behind the backrest . The rod ( 2 sections ) for the jack and lowering the spare tire is held in place by clips , the lug nut wrench / jack handle is behind the plastic access panel in the drivers rear of the cargo area
On my 1995 Ford Explorer , to lower the underbody spare tire , I open the liftgate and the access hole is located above the rear bumper at the center of the bumper ( I assume your Ford Aerostar would be similar )
The spare tire lowering handle is probably located under the rear seat on the 1999 GMC Sierra, if the vehicle is an extended cab. If it is not the extended cab, look behind the driver's seat for the handle.

Notice the small hole below the tail gate but above the license plate. Insert the jack handle into that hole and turn the handle counterclockwise. The spare tire will lower down to the ground.
