The spare tire lowering handle is probably located under the rear seat on the 1999 GMC Sierra, if the vehicle is an extended cab. If it is not the extended cab, look behind the driver's seat for the handle.

The Jack and handle are located behind the rear left side trim panel in the cargo area, pull up the levers to release the cover. Jack usage and stowage are illustrated on labels located on the inside cover of the stowage trim panel and on the jack. The spare Tyre is located under the rear of the vehicle by means of a winch mechanism. To remove the spare use the jack handle to rotate the nut which is located under the plastic cover at the centre-rear of the cargo floor area, just inside the lift gate opening. Fit the jack handle over this nut and rotate to the left until the spare is on the ground with enough slack cable to allow you to pull the tyre out from under the vehicle. When the tyre is clear the retainer at the end of the cable and pull it through the centre of the wheel. Hey presto one spare wheel!
