Mikhail Gorbachev The Soviet Union was never communist, really. Lenin started the revolution when conditions were not met, and the economic state or Russia was 100 years behind the rest of Europe, hardly what one would consider "industrialized". Lenin attempted to create some kind of socialism after the Civil War, but Stalin created a Dictatorship and ended any hope of reaching anything like what Lenin had intended. True socialism/communism is democratic by nature, and therefore, all but diehard Stalinists can agree that the CCCP(USSR) was not communist at any point.

The Soviet Union was never Communist, it was an example of state capitalism. Communism is a classless stateless society based on production for use.

Vladimir Lenin certainly launched communism in Russia and Joseph Stalin was the major leader who did the most to solidify communism in the Soviet Union.
