U. S. President Harry S. Truman authorized the US Military to use the two atomic bombs against the Japanese targets that were previously selected. The local US military commanders would make the final target selection based on weather. Earlier in the war, President Franklin D. Roosevelt had authorized the "Manhattan Project" to create the atomic bombs. He died in office before Germany surrendered, and before the first bomb was tested in the US. His Vice-President Harry Truman assumed the Office of the President.
