The Soviet Union(USSR) received the largest share of the German's reparations according to http://my.hrw.com/tabnav/controller.jsp?isbn=0030937752 on page 878:

" Finally, the Allies agreed on a plan for Germany to pay reparations for the destruction caused by the war. These reparations were in the form of German currency and German industrial equipment. The Soviet Union received the largest share, since that country had suffered the greatest destruction."

just a little bit! :P

Germany was already in massive debt at the start of the war. the war cost its economy millions. it also had to pay compensation to all countries involved. indeed it only finished its debt the US in 2004, and that was because the US told them it was ok.
