Castles were nearly all built by powerful lords or kings. In most places, the lords needed permission of the monarchs to build castles. In some times of unrest, a large number of unlicensed castles were built, and these became a problem for the kings because they could be used in rebellions.
Some castles may have been built by people who were not lords. In some cases, we know who built a castle, but not what that person's title was or how that person got the power or authority to do build a castle, because the records of the times are lost. For example, we do not know how Frederick von Staufer got the power he needed to become engaged to the daughter of Emperor Henry IV of the Holy Roman Empire, but we do know he was powerful enough to have a castle at the time.
