Cuba - Fidel Castro

USSR - Nikita Krushchev

USA - John F. Kennedy

Castro did not play that big a role. The missiles belonged to the USSR, and were operated by Soviet soldiers. The showdown over the missiles was between the USA and the USSR more than with Cuba itself. Cuba was regarded as doing whatever the USSR told them to do.
