There were two main groups of American civilians on the island when the Japanese attacked & seized the island.
1. PanAm employees that supported the PanAm Clipper air service from the United States to Asia.
2. Construction workers employeed by the US Navy to improve & expand the US Military installations on the island.

The overall Japanese plan was very complicated. They were attacking in five widely separated areas, and all were to commence just as soon as the attack on Hawaii was under way. These included the naval air attack on Hawaii, an invasion of the Philippines, two invasions in southeast Asia, and an attack on Wake Island. Wake Island was a US possession and, unlike Hawaii, the Japanese intended to land troops and capture and hold the island. But their initial attack was repulsed by the Marine Defense Battalion on Wake. Part of the task force returning from Hawaii was diverted to support a renewed effort to capture Wake Island.

Quite possibly. A few years ago I saw two of them interviewed for the documentary, Wake Island: Alamo of the Pacific. UPDATE: Added 9 Dec 2015. Retired Master Gunnery Sergeant Terrence T. McAmis, USMC, was buried at Riverside National Cemetery in April, 1993. At his burial were 5 of the 6 remaining survivors, to include his commander. As of the last Wake Island Survivor reunion in 2013, it is not known how many USMC are still living. Estimated 40 civilian survivors were living as of 2013.
