Those are seats reserved in an Orthodox Synagogue for Men Only as opposed to Women's Seats which are reserved for Women Only. In an Orthodox Synagogue, the men and women are separated.

Other than a Liberal/Reform Synagogue because a Liberal/Reform Synagogue has the men and the women sit together, and the reading desk at the side in-front of the seats for the men and women.
