The President thinks he has the last word on the Iraq War because the U.S. Constitution declares him to be the Commander and Chief of the United States military. Not only does he think he has the last word on the war, he does have the last word! That is, of course, unless Congress decides to play politics and withhold funding for a war unless the President meets their demands to bring the troops home, like they are doing with the Iraq War. I'm not sure such practices by Congress are wise or healthy for the country once we are already involved in a war, but such actions could force the President to make decisions that he would not otherwise make.
