Virginia was hesitant about seceding because this would jeopardize the very prominent and respected place it, as one of the 13 original colonies, enjoyed. In addition, its strategic placement wedged it between the North and South socially, culturally and most importantly, economically.

Virginia voted to secede on Apr. 17, 1861. The secession vote was ratified by the citizens of Virginia on May 23. Virginia then existed as an independent republic until it joined the Confederacy on June. 19, 1861.
West Virginia was once part of Virginia. When Virginia declared secession from the United States to become part of the Confederacy, the counties in northwestern Virginia voted to secede from Virginia and remain loyal to the United States. That area of Virginia became West Virginia. West Virginia became the 35th U.S. state on June 20, 1863.
The states that DID NOT secede from the Union was Delaware, Maryland, Kentucky, and Missouri. These four states did not secede from the Union because They were Border states, meaning they were between the Union and the Confederacy.

West Virginia did not secede from the Union. However, they did secede from Virginia when Virginia seceded from the Union.
