When Diocletian made Nicodemia and Milan the capitals of the empire, Rome remained the nominal capital and was given an urban prefecture, therefore making it independent for the prefecture of Italy and Africa headed from Milan.

Nicodemia and Milan were made capitals in 286 . The former was replaced by Constantinople in 330, the latter by Ravenna in 402.
