Don't quote me on this, but I'm assuming that the Cold War stayed cold between the United States and the Soviet Union because they were both too afraid of each other's power to actually use the weapons they had. I will quote you on that because your answer is absolutely CORRECT! It was a balance of power known as Mutually-Assured Destruction. The enemy could not be destroyed without destroying oneself, so the Cold War had to be fought in other ways; by proxy, by Propaganda, by cloak & dagger, and by shows of strength.
