They could have very well taken precautions but no one thought that the Japanese were coming for Pearl Harbor. There was rumor that Japan was headed toward the Philippines and Malaysia but no one acted on it. The leaders could have also stopped it but there was a lot of mistakes made on America's part. For instance, we saw about 50 planes headed toward Pearl but they were just passed off as aircraft coming in from the main land.

I guess the reason why American leaders were unable to recognize danger would be because America was thought as invincible and at that point in time we were so strong as a nation we thought that nothing could hurt us.
