The Roman Empire was created because the people were unsatisfied with the failing Roman Republic. They benefited much more from a Princeps (First Citizen) than two Consuls fighting for control. Also, the first emperor, Caesar Augustus, was able to gain the power of a king though creating this new form of government.

simply because rome conquered so many lands, and small tribes in the area.

Rome had a very good army, as you may know, and a lot of tribes were afraid of them. so instead of warring, they requested to join, that happened now and then. if not, they'd simply take over, legion massacres happened quite frequently, i think one of the biggest was a town of ten thousand people. they encircled the town, blockaded them, for three months, then had a separate army move in and kill everything but young boys to keep as slaves, and pretty women, as prizes to high ranking officials. i'd prefer to join them. in other words, if you can't beat 'em, join 'em
