Rome had a very good army, as you may know, and a lot of tribes were afraid of them. so instead of warring, they requested to join, that happened now and then. if not, they'd simply take over, legion massacres happened quite frequently, i think one of the biggest was a town of ten thousand people. they encircled the town, blockaded them, for three months, then had a separate army move in and kill everything but young boys to keep as slaves, and pretty women, as prizes to high ranking officials. i'd prefer to join them. in other words, if you can't beat 'em, join 'em

Long story short, the Western Roman empire fell apart after having a lot of bad rulers and Rome fell into the hands of a barbarian king. So basically the Eastern Roman empire could not call them self the Roman empire, as they didn't have control of Rome! So that's why they change the name to Byzantine empire! (Even though they changed the name, they were 100% Roman by blood and culture! )
