What defines a DUI, DWI, etc. is when an individual is:

- While under the influence (at or over whatever the legal B.A.L. % is).
In most other states, the police will just hit you with a public intoxication citation, but Missouri doesn't have laws against public intoxication so be careful that you don't make a cop angry while riding your bike drunk!

Missouri Law states, "A person commits the crime of "driving while intoxicated" if he operates a motor vehicle while in an intoxicated or drugged condition." It goes on to say "driving", "operates" or "operating" means physically driving or operating a motor vehicle. As a bicycle is not classified as motorized, I believe it is legal to ride intoxicated (although this is not spelled out anywhere in the law, and I believe an angered policeman may arrest you anyway and let you fight it out in court).
