Not exactly sure what you're asking but this may be the info you want. When stick (SMAW) welding as you progress with the bead directly under the arc a slight depression forms. Called a crater. When you get to the end of the bead if you pull the electrode away the crater is there which promotes crater cracks. By pausing at that point and actually backing up a little the crater is filled. With practice the weld is the same height and width all the way to the end. Hope this is what you are asking about.

I used to use duct tape and tape the end hook of the tape measure blade to the end of the pipe and then mark the length I needed for many years. I recently found a tape measure with a special hook that made my life easier and now I complete projects faster. its called pipe friendly tape measure made by tekforce. I give them two thumbs up for this great invention.

Yes you can by standing on top of the cliff and stand on the end of the tape measure and throw the heavy end down.
Small physical size when tape is rolled up - most are 5 meters or more long, 5 meters of cord is a big pile. A tape measure is stiff, a cord will stretch so accuracy is better, you can hook the end of a tape measure over it, walk all the way to the end to measure, a cord you would have to fit it (nail/tape) at one end first, so ease of use.
