Some at the very top is siphoned out when you start to unscrew it.
If you mean that you will only be changing the filter, then.... 4 cylinder: start with 1/4 qt, will probably be closer to 1/2 qt. 6 cylinder: start with 1/2qt, will probably be closer to 3/4 qt. But if you mean you are changing the oil and the filter, then.... 4 cylinder: 4.25qts 6 cylinder: 4.5 - 4.75qts
check for spark, compression and wiring It is possible that the filter was installed backwards check to see if the flow arrow on the filter is facing the right way.

Did you prime the fuel system after changing it?
