There could be several reasons why your AC won't come on, such as a tripped circuit breaker, a faulty thermostat, a clogged air filter, or a malfunctioning compressor. It's best to check these potential issues or contact a professional for help.
Have you checked the 30 Amp fuse ?
It wont work for AC measurements. Not designed for AC application

check fan relay, fuses. jump power to fan. check freon level in a/c system.
low freon
No...That sensor is a pressure sensor.(located next to the condensor) It will not let the compressor run if the pressure is to low or to high,so the compressor wont be damaged. If it is unplugged the compressor wont come on at all.
low freon
Probably low on freon.
it wont come out
When you say "cooling fan", do you mean the radiator fan or the cabin air fan? If the radiator fan and the compressor are failing to come on, it could just be low refrigerant but in either case there is no guarantee that any single component would cause what you describe. It could be a fuse, relay, controls, connector or any of a number of possible causes.
Cooling fan is designed to come on when A/C,defroster, or engine temperature exceeds 235 degrees only
