As a result, he engaged in numerous genocides and democides to prevent people from rising up against him. In terms of the foreign arena, he was an expansionist, launching an unsuccessful war against Iran to try to acquire Khuzestan/Ahwaz Province from 1980-1988 and annexing Kuwait in 1990.
