Joseph Stalin mostly used Propaganda, which included slogans, stories, half-truths, and lies to cover up his real behavior and killing of millions. He also used terror to keep people quiet and obedient. He had secret police who questioned, imprisoned and killed many Russian citizens who were considered dissidents of the state. In addition, he used strong indoctrination at a young age. He implemented heroic images and teachings of himself in schools and public places to promote his popularity.
