The policy of containment was the theory that communism was scattered and could be contained as a method of preventing its spread. The Marshall Plane provided restoration funding for the allies, with the exclusion of Russia. The four policies served the purpose of uniting the allies, containing the communist threat, promising to assist countries who were being bullied upon by the Soviet Union, and joining other NATO allies in keeping peace in western Europe.
