They're two different things. Operation Iraqi Freedom (OIF) is obviously the war in Iraq. Operation Enduring Freedom (OEF) is the war in Afghanistan.

Operation Iraqi Freedom was launched in 2003 by ex-US President, George W. Bush. Since then, so many Iraqis and American soldiers died during the fights. Many allied soldiers died also due to friendly fires which means American soldiers accidentally shot the allied soldiers by mistake.
Operation Iraqi Freedom has degenerated into a police action in which law, order, and stability has been the primary objective.

For example, when a soldier receives an award, the citaiton will read "for actions while servinig in support of Operation Iraqi Freedom...."
