Frankly, speaking as an outsider from the States, the problem with being an EU member is the EU government form itself. It bears a strong resemblence to the Articles of Confederation that the US was originally organized on - a very weak central government poorly defined, relatively undemocratic in nature, and with no real means of enforcing its decrees. This is going to go on until the EU finally decides that it need to looks like the United States of Europe, with a well-structured and full empowered central government.
