I think it is former description of an aprentaship for a craftsman. A young person would agree to work for an employer for a period of time, in the 1800-1930 for prehaps a 7 year term, to enable them to learn the required skills to be classed as a craftsman. The period of indenture 7 years or more at a low or no income, in return for this training.
