There are a few programs that are set up by the government to provide healthy balanced meals to children. It is not a requirement to serve milk but milk is provided in the meal programs. There is also a program for schools to enroll in to provide milk to children.

I haven't been able to find them in New York or Connecticut. Nabisco discontinued Royal lunch, but if you can go to the Boston area, Market Basket Supermarket still carries their own store brand of milk lunch crackers. It's the only place I've been able to find them. Big-Y Supermarkets has Milk Lunch Crackers
Milk is not required by humans after they are weaned. But milk can be a good source of protein if your body tolerates it.
