I'm not sure about other states. they CAN be required on 4xs in California, IN the mountains, IN season, when it has snowed sufficently -- anytime you head up to California mtn resort areas, in season, you'd best be carryin them -- for if yer not -- ya may git turned around at the checkpoints -- NOT a fun scenerio.
